Who says that the Ilonggos are losing their edge and competence over the other regional peoples in the Philippines? Little did the Ilonggos knew that there is a company that is Iloilo based and has its corporate headquarters in Iloilo City that has been a recipient of a Presidential Award in Housing Development. St. Rafael Development Corporation, a real estate and housing development company, was awarded by President Gloria Macapagal-Arroyo and The Housing and Urban Development Coordinating Council (HUDCC) as OUTSTANDING DEVELOPER in BICOL-VISAYAS (Big Developer Category) last Dec. 17, 2003 at Malacanang Palace, Manila. Under the Big Developer Category, the development company should have at least 500 housing units per project.

The Housing and Urban Development Coordinating Council has the following Government Bureaus and Agencies as members:

  • HDMF: Home Development and Mutual Fund (PAG-IBIG)
  • HGC: Home Guaranty Fund
  • HLURB: Housing & Land Use Regulatory Board
  • NHA: National Housing Authority
  • NHMFC: National Home Mortgage and Finance Corporation

Imagine an Ilonggo real estate & housing development company besting all other companies that have housing project(s) in the four (4) Regions: V, VI, VII and VIII.

St. Rafael Development Corporation (SRDC) is just a seven (7) years old company, having its first project in Bacolod City, known as CELINE HOMES, a socialized housing project in partnership with the local government unit of Bacolod City. It has 2,050 housing units that only cost from a low of P 150,000.00 / housing unit to P 180,000.00 / housing unit. Availing this housing unit thru PAG-IBIG would only have monthly amortization of between P 1,500.00 to P 2,000.00 per month for the buyer. This project set the new standard for Socialized Housing Project as this community comes with complete amenities such as adult and children swimming pools, clubhouse, basketball court, gated entrances, 24 hours potable water systems, garbage collection facilities, among many others. In fact, this is the only project that the Bacolod City Officials call, “the social socialized housing project”.

St. Rafael Development Corporation (SRDC) operated and is still operating the subdivision management and maintenance at an annual cost of P 5,000,000.00 to ensure that the subdivision is operated properly without a single centavo cost on the part of the homeowners. How is this possible? St. Rafael Development Corporation (SDRC) allocated its operating income from water distribution to subsidize the subdivision management and operation. It is the objective of the company that the residents of its project(s) should be able to have a better place to live.

The rationale of the existence of the company is based on Isaiah 58:6-12. Isaiah 58:6-12 is the spirit that St. Rafael Development Corporation must adhere to no matter what the circumstance, as it is its corporate philosophy. Based on these Biblical verses, it simply means that St. Rafael Development Corporation is an offering of true worship to the Lord manifested simply as love of God manifested through true love of neighbors. If truly one loves God above all else with his whole mind and soul for He is all-good and worthy of all love, then he should love his neighbor as himself for the love of God.

Thus, the product of St. Rafael Development Corporation (SRDC) are not real estate residential lots nor house & lot packages, but “live and vibrant” communities that transform the lives of its residents, all for the greater glory of God. St. Rafael Development Corporation believes that in order to enhance and improve the way of life of a person or a family is to provide them a better environment, a better place to live, and a better community conducive to right living, right relationship with others, and right attitude towards life.

Hence, at St. Rafael Development Corporation (SRDC) every residential project that it will ventur and develop, all are properly planned with care and foresight from the selection of site, target market, target market desired product and its attributes, support and enhancing facilities, homeowners association formation and management, subdivision maintenance and operation, asset management and value appreciation, and its long-term impact on the residents and the locality where it developed its residential projects.

Buying a ‘home’ is unlike buying a pair of shoes. The decision of where to locate one’s ‘home’ has implications and consequences that last for a lifetime, even to the next generations. One cannot just easily rectify the situation if a ‘not so right’ purchase decision was made especially when so much investment, both emotional and monetary were involved, and when one has to pay off the purchase over a long period of time. At St. Rafael Development Corporation, this grave implications and consequences are always considered from how it will affect the ‘home’ buyers.

St. Rafael Development Corporation (SRDC) developed its 2nd residential project also in Bacolod City, known as The Palisades. This is the finest fully landscaped residential subdivision in the whole Visayas and Mindanao. It can match and even surpassed, depending how you assess it, residential projects developed by known national real estate developers such as Ayala Land, Active Group, Sta. Lucia, Fil-Estate, etc. Though it is selling from a low of P 4,400.00 per square meter to a high of P 7,500.00 per square meter, yet it out sells the other developments in its category. This is truly a manifestation that in its category, it is finest.

Since Year 2004, St. Rafael Development Corporation moved its corporate headquarter to Iloilo City where it is developing The Philippines’ Finest Middle Class Mass Housing Community, named Providence Iloilo. The development started last January 5, 2004. For the last 14 months, it can credibly claimed to be the fastest development ever in Iloilo. See it yourself to check on the veracity of this claim. The project is located at Brgy. Balabag, Pavia, Iloilo with an area of 28.5 hectares that has a community of 700 to 900 houses. A house & lot packages are priced from a low of P 750,000.00 to a high of P 1,500,000.00 each. It comes in 12 house models.

Why is The Providence Iloilo ‘the Philippines’ Finest Middle Class Mass Housing Community’?

Providence Iloilo is a BP 220 Economic Housing Level II (maximum price of P 2 million for house & lot package) per Housing and Land Use Regulatory Board (HLURB) guidelines. But, it will amaze you that it has the following features and amenities that translate to invaluable benefits to its homeowners:

  • Out of the 28.5 hectares, only 50.42% or 14.4 hectares was made for sale. The remaining 49.58% of 28.5 hectares or 14.1 hectares were allocated for open space, roads, parks, etc.
  • The only residential project in Iloilo where the developer provided a minimum of P 5 million Homeowners’ Association’s Trust Fund. St. Rafael Development Corporation would still be shouldering the cost of subdivision maintenance and management till 2007-2008, long after the project is done to permit this Trust Fund to grow.
  • Though the project area is only 28.5 hectares, it is the only residential place that has a monumental entrance worthy to be visited by outsiders, three (3) village centers, three swimming pools (two (2) adult and one (1) mini Olympic size children’s pool), two (2) full size basketball courts, two (2) double stories clubhouses that can host 4 to 5 functions at a time, interactive children’s playground, public transports terminal, dedicated areas for shop houses and many more.
  • The only and the first residential place in Panay Island landscaped by World Class Landscape Architect Ildefonso P. Santos, the “Father of Philippines’ Landscape Architecture”.
  • The only Middle Class Mass Housing Residential Place in the Philippines that is developed applying the New Urbanism Principles in Community Development. New Urbanism is the ‘in thing’ now in 1st world countries.
  • The only and the first residential project in the Philippines whose themes and designs were inspired by the architectural style of Luis Barragan of Guadalajara, Mexico – a Pritzker Architecture Prize Laureate of 1980. This is the highest award for architects in the world.

There are many more that make Providence Iloilo a class by itself. In fact, in another year or two, this will be the only residential subdivision in the whole Panay Island that can be appreciated from the sky in an airplane.
